PBS Frontline examines other systems that could cut costs, improve care and eliminate the uninsured. This piece compares U.S., Swiss and Taiwanese systems. Systems that are probably acceptable to the U.S. and similar to existing U.S. models. Also, makes the point that we don’t have a “system,” but a health care “market.” There is no oversight to serve or protect consumers.

R.A.M. is a charity set up to provide medical care to isolated third world communities. It now provides care to America’s working poor. R.A.M. acts as a safety net for those who fall through the cracks.
Some of these people may be irresponsible or short sighted, some are just unlucky. They are however, results of a country that provides medical information through pharmaceutical ads, and financial planning courtesy of mortgage and credit card salesmen. Our educational system has produced uninformed, passive citizens, who are now at the mercy of their own ignorance and a consumption based society that encourages debt and dependency.

Antony Jacob, CEO, Apollo Munich Health Insurance, gave his views on the health insurance sector in the country. India has only about 15% of the population covered under health insurance. He believes that there is still a lot that needs to be done to increase the pool of people who are involved in Health Insurance. About 75% of the people in the country spend money out-of- pocket on healthcare, which is probably the highest in the world.
Antony Jacob said that there are very few people who buy health insurance. He added that the trend is that health insurance is mostly bought by people after an urgent need for treatment or healthcare is felt; many-a-times this need is felt by family and friends of people who require treatment. He said that this was the reason for the lack of profitability of the health insurance sector in the country. There should be a balance in the industry. This makes the scope of health insurance much wider and thus far more profitable.
He further added that there are many factors that need to be addressed in order for health insurance to be popularized. Apollo Munich has made its way into the market as a private sector specialist health insurance provider.
According to him, the recent regulations should help many other companies come into the market which would solely focus on health insurance. These companies would not be dealing with any other work and therefore their entire concentration would be streamlined on medical insurance and the changing trends of healthcare. This would enable them to bring out better products.
He also said that there is an important role for the regulators to play in terms of promoting pure health insurance companies. The government too has potential of playing a strong role in promoting awareness about current and future healthcare costs and how insurance is important. There is also a major part to be played by insurance providers in line with their branding and products. The healthcare industry too can contribute by ensuring that healthcare costs are regulated and procedures of healthcare are standardized.
According to Mr. Jacob, it is only when all these segments come together that the goal of health insurance companies would be realized. With the private sector being encouraged, new players are making their way into the market and will promote the same. The currently 150 million covered individuals will soon grow to about 400 million people.
