Top Myths about Healthcare Reform
Myth 5:
It will ban private health insurance for individuals. Those who currently have private individual coverage won’t be able to change it. Nor will those who leave a company to work for themselves be free to buy individual plans from private carriers.

Fact: It doesn’t outlaw private insurance. There will be individual policies available, but people will buy those policies through the national health insurance exchange, she said. The House bill allows for existing policies to be grandfathered in, so that people who currently have individual health insurance policies will not lose coverage. The line the editorial refers to is a clause that says the health insurance companies cannot enroll new people into the old plans.

Individual private health insurance means coverage that someone buys on his or her own from a private company. In other words, it’s for people who can’t get coverage through work or some other group, and the rates tend to be much higher.

Background: Page 16 defines what coverage will be considered grandfathered coverage; that is, coverage in existence today which would not be in compliance with new standards imposed by the law.
What it says: Any individual insurance policy (as opposed to a group insurance policy) that is in effect today will be permitted to remain in effect; however, any new policies issued after the law becomes effective will be required to comply with the standards set out in the section relating to policies offered via the new Health Insurance Exchange.
What it does: The purpose of the provision is to bring policy offerings into line with the minimum benefit tiers and provisions required under the new law

Myth 6:
5.6 Million illegal immigrants will be covered by ObamaCare. Fact: Illegal immigrants are specifically excluded from coverage. Of course, this means that they will be continue to get their healthcare from expensive emergency rooms, so that may not actually be a good thing.

The section on page 50 of HR 3200 aligns Health Insurance Exchange policies with other laws currently in effect, such as the Public Health Service Act, State law, and ERISA. Health care cannot trump other laws already in effect.

According to Americas Affordable Health Choices Act of 2009, Page 143, Line 3, Section 246: No Federal Payment for Undocumented Aliens. Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States.

Myth 7:
Some people wont be covered.
Fact: All people will have the opportunity to be covered, either via employer-provided plans or via the Health Insurance Exchange, which includes the public option. Those who opt out of coverage will be required to pay a penalty, which will be deposited to the general fund maintained for the public option. The penalty is intended to offset the cost of adverse selection; that is, those who opt out when healthy and later opt in at the point of illness or diagnosed chronic conditions. (Page 167 of HR3200, Title IV, Subtitle A, Part I, Sec. 401). The only group excluded will be illegal aliens.

Moderator: Getting in to see a real doctor can be a pain, but a new website for the bay area may have helped change that. Mike Sugarman shows us- its much like making a dinner reservation? Is that the deal Mike?

Mike Sugarman: Well, its just as easy- just not as tasty. Its medical care in a hurry via the internet! You got a cough? Just click.

Theres a health care crisis in this country and its not just about insurance.

MS: Do you have a doctor? Woman: No! MS: What would you do if you got sick? Woman: I dont know.

There is shortage of general practitioners. One in five people say they dont have one. And many of those GPs are already booked, even if you are a patient.

Man being interviewed: Well, nobody can call up and say I get to see a doctor today. You always have to wait.

Not anymore. The ZocDoc is in.

Netta Samroengraja: ZocDoc? We are like OpenTable for doctors.

OpenTable gets you a restaurant reservation, Zocdoc, which went online in the Bay Area last week can get you a doctors appointment.

Netta Samroengraja: People come to our site, ZocDoc.com. They tell us what kind of doctor they are looking for, what neighborhood and they fill in their insurance, and then we essentially show them a list of doctors, show the available times.

Netta Samroengraja helps run ZocDoc, which has run since 2007 in New York and Washington, financed by Microsystems founder Vinod Khosla. Doctors, like Jennifer Young from One Medical Group pay a monthly fee to be on the site which includes the doctors schooling and credentials.

Dr. Young: I cannot tell you how many times I’ve had patients tell me: ‘Oh! I tried to schedule with this other doctor and their first appointment was two months in the future and I need see somebody now!’

One survey found the average wait for a doctor: 15 days- and its not expected to get better. As more doctors go into specialties to help pay back big loans, there are fewer family doctors. Some people are just finding that out.

Dr. Young: This is a patient that I saw about a week ago for a general physical and its somebody who hadnt come in for almost 15 years and who was in his mid-30s

Not uncommon of the younger people- the kind who grow up online. The kind who might be Zocdocs best plan.

MS: They got pictures of the doctors so in case of you want to find someone like Kathryn Heigl on Greys Anatomy or some *showing doctor* She kind of looks like her. One way to choose a doctor, I guess.
Moderator: Not all doctors are on this.

MS: No, doctors have to sign up and pay, we wont say how much they have to pay, but, there are not so many doctors so far online. But the ones that are online- ZocDoc say they are getting several referrals a day. Really is good idea.

The High Costs of Health Care

2 The High Costs of Health CareThe average American family today pays twice as much for its health care as it did a decade ago. Democrats are committed to lowering skyrocketing costs and bringing stability and security back to health care.

Senate Majority Leader Harry Reid and Senators Durbin, Schumer and Murray held a press conference Thursday with Kathy De Vincentis and Regina Holliday, two individuals who have struggled due to the high cost of health care.

Kathy is a retired hospice nurse and breast cancer survivor who resides in Washington, D.C. She and her husband, Armando, who suffers from the debilitating effects of a stroke, have had to spend much of their retirement savings on life-saving medications because of inadequate health insurance coverage. Congress needs to pass health reform so no woman has to die from breast cancer because she cant afford care, said De Vincentis. I call on you today to do the right thing for hardworking Americans like Armando and me.
