An insurance company has warned 1,000 GPs not to administer the swine flu vaccine.
The HSE plans to enlist family doctors to give the swine flu vaccine to patients with pre-existing medical conditions.
But an insurance company which covers around 1,000 of the 2,200 to 2,500 GPs in the country advised them not to sign up for the work because of legal indemnity issues.
The HSE has given GPs until today to sign up to give the vaccine to 400,000 of their patients with certain medical conditions from next week.
Medisec Ireland, which covers around 1,000 GPs, told their members yesterday not to sign up until all indemnity issues were resolved.
GP sources said last night this may lead some doctors who have signed up to withdraw their participation in the programme.
In a letter to the doctors Medisec said it was unclear where a GP would legally stand if they exercised their discretion not to give the vaccine to their patients.
There are also unresolved legal issues around the doctors identifying and offering the vaccine to at-risk patients.
The company said the Irish Medical Organisation had been trying to negotiate an acceptable resolution to the serious medico/legal issues with the HSE, but had not been successful.
Other concerns relate to the cost of legal representation for doctors who may find themselves before their disciplinary body the Medical Council if they fail to give the vaccine to a patient.
They could also have to go before the same body for exercising their clinical judgment not to administer the vaccine to a patient of another doctor who had been referred to them.
Concern
The letter to GPs said that while the administration of the vaccine would be deemed normal work and covered by a doctor’s policy, the outstanding issues of concern
might not fall into this category due to the amount of work involved and could lead to “adverse indemnity consequences”.
It added: “Accordingly, in the circumstances, we do not recommend our members to sign up for the programme until all issues have been resolved.”
The other company indemnifying doctors, the Medical Protection Society, is believed to have indicated GPs could go ahead with the vaccinations.
The HSE may have to extend today’s deadline for more clarification. It plans to publicise the rollout of the vaccine to at-risk patients tomorrow.

Dr Holohan said 1,600 GPs have signed up to give the vaccine to their at-risk patients and another 300 out of over 2,000 doctors have sought clarification on indemnity issues.
The at-risk groups include: women who are over 14 weeks pregnant; women who have given birth in the previous six weeks; those with long-term lung disease like asthma and cystic fibrosis, heart disease and kidney disease among others.

{{ On 30 October 2009, the Ministry of Health of Ukraine announced the confirmation of pandemic (H1N1) 2009 virus infection by RT-PCR in eleven out of 30 samples obtained from patients presenting with acute respiratory illness in two of the most affected regions. Tests were performed in two laboratories in Kyiv, including the National Influenza Centre. Confirmatory tests will be performed at one of the WHO Collaborating Centres for Influenza.
The situation is quickly changing with increasingly high levels of acute respiratory illness (ARI)/Influenza-like-illness (ILI) activity being observed in Ternopil, Lviv, Ivano-Frankivsk, and Chernivtsi regions. The higher levels of transmission in these regions corresponds to an increased number of hospital admissions and fatalities associated with severe manifestations of acute respiratory illness.
Public health measures recommended by the Ministry of Health of Ukraine across the entire country include: social distancing (school closures and cancellation of mass gatherings); enhancement of surveillance activities; increased respiratory hygiene; and continuation of the vaccination campaign against seasonal influenza targeting at risk groups.
WHO is deploying a multi-disciplinary team of experts to assist national authorities in mitigating the impact of the pandemic. The team comprises of the following expertise: health emergencies coordination, case management, epidemiology, laboratory diagnostics, logistics, and media/risk communications. }}
According to the Ministry of Health of Ukraine, the country has now recorded more than 250,000 cases of influenza-like illness, with 235 patients requiring intensive care. As of 2 November, 70 deaths from acute respiratory illness have been reported. Regions in western Ukraine continue to show the highest rates of acute respiratory illness/influenza-like illness. The level of activity in the Kyiv area is also increasing rapidly.
Laboratory testing in Ukraine has confirmed pandemic H1N1 influenza virus in samples taken from patients in two of the most affected regions. As the pandemic virus has rapidly become the dominant influenza strain worldwide, it can be assumed that most cases of influenza in Ukraine are caused by the H1N1 virus.
Work will initially begin in Lviv region, where reported numbers of cases showing severe manifestations of acute respiratory illness have been especially high. Two virologists on the team have started working at the National Influenza Centre and the laboratories of the Central Sanitary and Epidemiological Station in Kyiv to provide diagnostic support.
Samples sent by the Ministry of Health were received today by the WHO Collaborating Centre for Reference and Research on Influenza, Mill Hill in London, UK. The laboratory will conduct confirmatory tests and further characterize the virus. WHO continues to recommend no closing of borders and no restrictions on international travel, including to Ukraine.
According to unofficial information, the death rate in Ukraine from the alleged pneumonic plague is higher than officially announced.

All the doctors throughout Ukraine say that this is pneumonic plague. “I have met with friends from the western Ukraine, the doctors say that the lungs of the dead were black. And that, perhaps this is not influenza but pneumonic plague. Well, if this is indeed a plague, then the news won’t mention it for now, and certainly – it’s 100% death.

In fact, Shadegg says the House bill inserts the federal government and federal bureaucrats in virtually every healthcare decision in America. And, under the clear terms of the bill, you will not be able to keep your current plan, whether you like it or not.
Shadegg sees the House bill as a massive takeover of every aspect of healthcare. The legislation empowers bureaucrats to make virtually every decision, he says. It creates a new healthcare advisory commission, a new healthcare benefits board. It creates a new commissioner who would have powers just short of the powers of the president.
It dictates what must be contained in every policy in America, down to what they must cover, what appeals process it must have, all the way down to how insurance firms must advertise in a manner acceptable to the federal government. It is a massive federal government takeover where bureaucrats and the government will be involved in every healthcare decision.

Congressman Shadegg on Fox News’s America’s Newsroom
Rep. John Shadegg was on Fox this morning and the said that the sub committee on health that he is on is passing wording in the bill the says, “you can’t keep you health care if you like it”
Shadegg was on Fox to talk about money to fund abortion in the health care bill, but released a whole lot more information that you won’t hear on the propaganda media stations. Rep. Shadegg did say that money to fund abortion was in the bill, and that those that voted for this would be in trouble come election time for that vote.
The bill in this Sub Committee is worded, according to Shadegg, in a way that forces people, who like their healthcare, to change over to the government plan, which contradicts the Obama statement, “if you like it you can keep it”. The Shadegg statement proves once again that our President and the Dems are a bunch of liars. We have all heard reports this week, that the far left wackos are putting a full court press on democratic members to go as far left on this bill as possilbe. By far left Im guessing they mean, totally government controlled.
Shadegg went on to say that the GOP offered up a number of ammendments to change the wording in the bill, and to stop funding of abortion, but the democrats blocked every attempt. He also stated that Pelosi is ramming this bill through with little to no, debate or discussion, at all.
So if you see a democrat or the President on tv saying that with this Bill you can keep the plan if you like it, its a lie according to Republicans who are working on this bill. Doesn’t that seem odd to any of you, that the President is so dead set on advancing abortion in this country, that he is willing to have an already risky bill, include us paying for abortion? Understanding Health Reform
The Governments proposed mandatory health insurance has been the headline of most news media and on most Americans minds these past months. But, there have been many reports, studies and surveys that show Americans will most likely not comply with the mandate of health insurance as reported by the Insurance Research Council.
Most Americans are concerned about how the government office will enforce such a mandate as regulation is only as good as enforcement. Also reported in the recent studies of the Insurance Research Council is that some people are simply irresponsible and look to others to buy their insurance.
With the government proposed order of making it mandatory for all Americans to have health insurance, many wonder about the affordability for the insurance. As the nations unemployment rate rises, more and more people will drop those expenses necessary to make ends meet.
However, under the proposed health reform, those Americans who refuse to purchase health insurance could face monetary penalties. The fines speculated in the health reform bill currently being reviewed by Congress could reach $1,000 for offenders. The Congressional Budget Office has reported that these fines to offenders caught without health insurance could raise billions in dollars over a ten-year period.
What Will Be Considered Mandatory
***The Federal Governments proposed mandatory health insurance will mean mandatory vaccinations/immunizations. The Center for Disease Control (CDC) says that for anyone who refuses to keep up-to-date vaccinations, under the new health reform, you will not be able to obtain any health care you may need until immunizations are current.
It was also reported that the new health care reform bill was submitted with a provision that those doctors and hospitals who are not meaningful users of the new reform system will also be faced with fines and penalties. As well as the Secretary of Health and Human Services will be permitted to impose more stringent measures of meaningful use over time.
